Compliance requirements
The bidder must confirm the standard exclusion grounds, including criminal organisation participation, corruption, fraud and other grounds listed in the tender passport. If an exclusion ground applies, the bidder may provide evidence of self-cleaning, where allowed by the procurement rules or tender documents. The notice also requires confirmation that no subcontractors or suppliers linked to the Russian Federation are used for more than 10% of the contract value, and that the offered goods are not subject to international sanctions or originating from sanctioned areas.
Qualification criteria and exclusion grounds
The bidder must demonstrate economic and technical capacity. The net turnover for the last financial year ended by the start of the procurement must be at least EUR 1,000,000. Joint bidders may aggregate turnover. If the bidder relies on another entity’s resources, the details of that entity and, if requested, its consent and financial evidence must be provided.
For technical capacity, the bidder must have performed at least one contract matching the contracting authority’s specified characteristics during the 36 months before the start of the procurement. The required experience concerns electrically operated traffic control devices and/or variable-message traffic signs installed in the outdoor environment. The contracting authority may request a buyer’s confirmation of the contract’s performance period and value. If the bidder relies on another entity’s experience, that entity’s details and, if necessary, its consent and participation in direct performance of the contract must be provided.
The bid must comply with the tender documents, the completed cost schedule must be submitted, and the HD V confirmation on EURO emission standards for N-category vehicles and cranes used in installation works must be provided.
