Compliance requirements
The exclusion grounds include at least participation in a criminal organisation, corruption and the other grounds listed in the ESPD under section RHS § 95. The bidder or its representatives must not have been finally convicted for these offences within the last five years, unless the law or the tender documents provide otherwise. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures. The machine-readable notice contained some exclusion grounds only in the tender documents; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit an unconditional bid and confirm that it complies with all conditions set out in the tender documents. The bid price must be entered in the required structure and must include all costs related to the service. The project must be prepared with environmentally sustainable solutions, preferring reusable, long-life, easily repairable and energy-efficient materials and equipment. The team providing the service must include a project manager who participates personally and directly, is authorised to sign in the design field and is a competent person, with at least the qualification of Chartered Civil Engineer, level 7, or an equivalent qualification. The project manager must have, within the last 5 years, experience managing design works for a building or building complex with at least 4,000 m2 of enclosed net floor area, at least at preliminary design stage. The bidder must submit the project manager’s details, qualification evidence or documents, a signed confirmation of participation, and documents or references proving the experience. If the project manager’s employer is not the bidder or a joint bidder, a separate confirmation regarding workload and participation must also be provided.
