Compliance requirements
The bidder must confirm that neither it nor the members of its management or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or other offences listed in the ESPD, or that any applicable exclusion period no longer applies. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must assemble a team suitable for performing the contract and provide a named team composition and role allocation for the underlined roles listed in Annex 2, points A and B. For those team members, CVs and other documents proving competence must be submitted so that compliance with the role requirements can be verified. The team must have sufficient English language skills, at least at B2 level, to review, analyse and summarise international studies, or the contractor must provide the necessary translation. If any specialist’s qualification or education was obtained abroad, the bidder must provide, upon request, a certificate from the competent authority and, where necessary, an Estonian ENIC/NARIC assessment. The bid also confirms that, if successful, the bidder will have the required team and agreements with at least all experts listed in Annex 2, points A–H. In addition, the bidder must confirm that the bid complies with all tender document requirements.
