Compliance requirements
The tender documents include the standard exclusion grounds for criminal convictions such as participation in a criminal organisation, corruption, fraud and other mandatory grounds under the Public Procurement Act. If an exclusion ground applies, the bidder may be allowed to provide evidence of self-cleaning where permitted by the tender documents or applicable law. Qualification criteria and exclusion grounds
The bidder must form a team that can perform the contract properly and on time. The exact role requirements, competence requirements and experience requirements are set out in the document 'Requirements for the team' (Annex 2). In the bid, the bidder must submit a named team composition and role allocation for the underlined roles in points A and B of Annex 2, together with CV-format information that allows the contracting authority to verify compliance with the competence and experience requirements. If successful, the bidder must have the necessary team and agreements with at least all experts listed in points A–H of Annex 2 and must ensure that they meet the requirements in Annex 2. Team members must have sufficient English language skills, at least equivalent to B2 level, to review, analyse and summarise international studies, or the contractor must provide the necessary translation. If a person's qualification was obtained abroad, the contracting authority may require a certificate from the competent authority confirming recognition of the qualification; if education was obtained abroad, the contracting authority may also require an Estonian ENIC/NARIC assessment.
