Compliance requirements
The machine-readable notice includes the standard exclusion grounds from the ESPD, including participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. The bidder must answer the self-declaration questions and may need to provide evidence of self-cleaning if an exclusion ground applies. The notice also includes a sanctions-related confirmation: the bidder must confirm that it will not use subcontractors or suppliers for more than 10% of the contract value if they are Russian nationals, residents, entities established in the Russian Federation, more than 50% owned by such persons or entities, or acting on their instructions. The exact exclusion grounds and any possible remediation rules must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least 2 contracts or orders for services similar to the subject of the tender during the 36 months before the start of the procurement. Similar services are restoration, cleaning or construction of water bodies, including small water bodies. The bidder must submit an initial confirmation in the ESPD and a list of the completed contracts or orders with enough information for the contracting authority to verify performance. For Lot 1, Lot 2 and Lot 3, the bidder must also confirm that it has the required tracked excavator with a grading bucket and a track width of at least 800 mm, or that it will have such equipment available by the time the contract is performed. If the bidder relies on another company or a joint bidder, it must provide the relevant details and, if requested, the other party’s consent. The tender documents also require confirmation that the bid complies with the tender documents and that the bid price structure will be submitted in the required format.
