Compliance requirements

The contracting authority checks the exclusion grounds under Section 95(1) of the Public Procurement Act for the successful bidder and may require supporting documents before contract award if the data are not available free of charge from a register. The bidder must confirm that none of the exclusion grounds under Section 95(1) apply. If an exclusion ground exists, the bidder must be ready to provide explanations of remedial measures upon request. The bidder must also confirm that there is no direct or indirect involvement in preparing this procurement, no conflict of interest, and no insolvency or liquidation proceedings. In addition, the bidder must confirm whether any national-law restriction on participation based on the bidder's place of establishment applies.

Qualification criteria and exclusion grounds

For Part I, the trainer must have either a master's degree in psychiatry or mental health nursing, or a master's degree in psychology plus a clinical psychologist qualification. The trainer must have developed and delivered at least 3 equivalent continuing training courses in the last 5 years. Equivalent training means training on work with children with special needs and/or adults who are parents. The training must have lasted at least 6 academic hours and comply with the Adult Education Act requirements. The trainer must also have at least 2 years of practical client-work experience in education, social work or health care within the last 5 years. The bidder must submit a short description of the team, proof of the trainer's education, and a signed CV form for the trainer. For Part II, the trainer must have either a relevant higher education degree in psychology at least at master's level, or a higher education degree in another field at master's level plus supervisor training that includes topics on self-care and self-management. The trainer must have developed and delivered at least 3 equivalent continuing training courses in the last 5 years. Equivalent training means continuing training on self-care and self-management practices in the social field. The training must have lasted at least 4 academic hours and comply with the Adult Education Act requirements. The trainer must also have at least 2 years of practical client-work experience in psychology within the last 5 years. The bidder must submit a short description of the team, proof of the trainer's education, and a signed CV form for the trainer.
