The bidder must confirm the mandatory exclusion grounds, including no final convictions in the last five years for participation in a criminal organisation, corruption or fraud, unless the conviction has already expired or the tender documents allow self-cleaning and the bidder has taken such measures. The notice also requires confirmation of the persons authorised to represent or control the bidder if they are not visible in the business register, and confirmation that no subcontractors or suppliers representing more than 10% of the contract value are Russian persons or entities or entities controlled by them. On request, the bidder must provide a client confirmation showing that the contract was performed properly, with the completion deadline and the value excluding VAT. If the bidder relies on another company’s resources, the relevant details and the other company’s consent must be submitted.
