Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bid must comply with the conditions set out in the procurement documents, and conditional bids are not allowed. The bidder must submit the completed bid form, technical information, the declaration of conformity for the offered medical device, the instructions for use, packaging labelling and, where applicable, an EC certificate. A list of devices and a description of their routine maintenance must also be provided. The bid price must be submitted according to the prescribed structure, and the total amount for the lot excluding VAT must match the price form. The bidder must also confirm that it does not involve subcontractors or suppliers representing more than 10% of the contract value if they are Russian nationals, residents or entities established in the Russian Federation, or persons/entities owned or controlled by them. In the case of a joint bid, a power of attorney from the joint bidders must be attached. The bidder must also confirm compliance with the required terms and, where relevant, provide evidence of equivalence.
