Compliance requirements
The bidder must confirm that neither the bidder nor its management, representative or supervisory body members have been finally convicted in the last five years for participation in a criminal organisation, corruption, or any other exclusion ground stated in the procurement documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds in the notice must be checked in the procurement documents.
Qualification criteria and exclusion grounds
The bidder must hold a valid environmental integrated permit issued by the Environmental Board. For Lot 1, the bidder must have prior experience in hazardous waste management services: at least two completed contracts for hazardous waste collection and transport services within the last three years. The bidder must confirm that the offer complies with the technical specification and that hazardous waste destruction is ensured as described. In the case of a joint bid, an authorised representative must be appointed and a joint bidders’ power of attorney must be attached. The bid price must be submitted according to the structure in Appendix 2 to the technical specification, and equivalent solutions must be explained and supported by evidence where relevant.
