Compliance requirements
The bidder must confirm that neither it nor the members of its management, supervisory or administrative bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, use of child labour or other forms of trafficking in human beings, or commission of a terrorist act or offences related to terrorist activity. The bidder must also confirm that no other exclusion grounds listed in the ESPD apply. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where this is permitted. Subcontractors in the first tier are also checked, and they must be replaced if an exclusion ground applies to them.
Qualification criteria and exclusion grounds
The bidder must be entered in the relevant professional or business register and hold an authorisation to perform electrical works. In addition, within the 60 months preceding the start of the procurement, the bidder must have properly completed at least 2 similar electrical works contracts. Each similar contract must have a total value of at least EUR 150,000 excluding VAT, and the bid must include a short description of the contracts, the performance period, information about the other contracting party and the contact details of the client’s representative. The bid must comply with the tender documents, conditional bids are not allowed, the price must be submitted in the required structure, and where applicable the bidder must provide equivalence evidence, a joint bid power of attorney and subcontracting forms.
