Compliance requirements
The tender documents include the standard exclusion grounds. The bidder must confirm that neither the bidder nor its management, governing or supervisory body members, nor persons authorised to represent, decide for, or control the bidder, have been finally convicted within the last five years for the listed offences, including participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, and other grounds set out in the procurement documents. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning where allowed.
Qualification criteria and exclusion grounds
The bidder must have successfully completed at least 2 similar public-space construction or reconstruction contracts within the 60 months before the start of the procurement. Each project must have covered at least 5,000 m². A similar project means the construction or reconstruction of a publicly used park, town square, playground or sports ground, including public areas, paths, playground facilities and landscape architecture solutions. The bidder must provide a short description of each contract, the performance period, the client’s details and contacts, and, for public procurements, the reference numbers. On request, the bidder must submit client confirmations that the works were performed properly. The bidder must also confirm compliance with the tender documents, the required registrations and competences, and the prescribed offer structure and pricing form.
