The bidder must confirm the standard exclusion grounds: participation in a criminal organisation, corruption, fraud and the other grounds listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that neither the bidder nor any person whose qualifications are relied on is established in or resident in the Russian Federation or the Republic of Belarus, and that no prohibited Russia-linked subcontractors, suppliers or relied-on persons are used for more than 10% of the contract value. The supplied goods must not be the object of international sanctions or originate from sanctioned areas.

The bidder must hold a valid business activity licence in the business register for the activity ‘sale of fuel’, with the specific classification ‘wholesale of other liquid and gaseous fuels and related products’, or an equivalent registration or licence under the law of the country of establishment. Reliance on another company’s licence is not allowed. The bidder’s net turnover for each of the last two completed financial years must be at least EUR 200,000. Within the last 36 months, the bidder must have completed at least two contracts similar to the subject of the tender for the direct production and sale of heat energy through local boiler houses, and each contract must have been worth at least EUR 100,000. The bid must comply with all tender document requirements and include Form 2 (participation application), Form 3 (price table), Form 8 (joint bid authorisation, if applicable), and confirmation and evidence of equivalence where an equivalent solution is offered.
