Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The bidder must also confirm information related to payment of taxes and social security contributions if requested by the contracting authority. The machine-readable notice did not include precise exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
To make the bid compliant, the bidder must complete the technical specification required by the contracting authority and submit the bid form with unit prices, total price and product data. Supporting materials such as product sheets or specifications must be provided to prove compliance. Product samples are required for all lots, and the number of samples depends on the technical description and the bid form. The bidder must confirm that the bid complies with the tender documents, that equivalence has been explained where necessary, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. In the case of a joint bid, a power of attorney for the joint bidders must be attached. The machine-readable notice did not include precise qualification or suitability criteria; they must be checked in the official tender documents.
