Compliance requirements

The bidder must confirm the mandatory exclusion grounds in the ESPD, including participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may provide evidence of self-cleaning, where allowed by the procurement rules or the tender documents. The machine-readable notice did not include the full list of exclusion grounds in detail; they must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must have completed at least one contract in the 36 months before the start of the procurement with a value of at least EUR 80,000 including VAT, under which training for adults was organised. The bidder must submit in the ESPD a list of service contracts that meet the contracting authority’s requirements, including their value, dates and the other contracting parties, as well as the procurement reference number if available. A contract is counted if its performance deadline fell within the 36 months before the start of the procurement and the services delivered under it were handed over to and accepted by the client. If the service is provided under a framework agreement, the bidder may prove its qualification with contracts concluded and performed under that framework agreement. The bidder must provide the project manager’s CV in the prescribed form, together with proof of higher education and, if needed, a C1-level certificate. The project manager must have at least 24 months of project management experience in organising training for adults during the 48 months before the start of the procurement, and must have Estonian at native-speaker level or at least C1 level. The team must include at least one Russian-speaking trainer, one Ukrainian-speaking trainer and one English-speaking trainer, each with higher education in the humanities or social sciences, Estonian language skills at least at B2 level, the relevant language skills, and at least 24 months of adult training experience. The team must also include one Spanish-speaking, one French-speaking, one Turkish-speaking, one Arabic-speaking, one Dari-speaking, one Farsi-speaking and one Pashto-speaking trainer. For these trainers, higher education, at least B2-level skills in the relevant language, and practical experience in delivering activities for people whose mother tongue is not Estonian within the last 48 months are required. The bidder must submit CVs and the required proof of education and language skills for each trainer. The bid must also include the prescribed bid description form.
