Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or related terrorist activities, money laundering or terrorist financing. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include all precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The tender must comply with all conditions set out in the procurement documents, and conditional tenders are not allowed. The tender price must be submitted in the structure specified on the RHR worksheet ‘Award criteria and evaluated indicators’. The driving school vehicle must be a category B training vehicle and comply with the requirements of Regulation No. 54 of the Minister of Economic Affairs and Communications of 27 June 2011; a copy of the vehicle registration certificate must be submitted. The machine-readable notice did not include precise qualification or suitability criteria; they must be checked in the tender documents.
