Compliance requirements
The bidder must confirm that neither it nor the members of its management body have been convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, child labour, human trafficking, or any other exclusion grounds listed in the tender documents. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The bidder must also confirm that the offered goods are not subject to international sanctions and that subcontractors or suppliers linked to the Russian Federation are not used for more than 10% of the contract value, as specified in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the tender in the structure required by the procurement documents and confirm that the bid complies with the technical specification. The relevant bid fields in Annex 1 must be completed. The bidder must hold a wholesale pharmaceutical licence under Section 38 of the Medicines Act; the contracting authority will verify this requirement itself. The bid must also include the required contact person details: the signatory for the framework agreement and the contact person for contract performance, including name, telephone number and email address. The machine-readable notice did not include any further precise qualification or compliance requirements; these must be checked in the tender documents.
