Compliance requirements

The exclusion grounds include at least participation in a criminal organisation, corruption, fraud and other criminal-conviction grounds listed in the ESPD. The bidder, its management body members, representatives and other authorised persons must not have been finally convicted of those offences within the last five years, or the disqualification period stated in the conviction must no longer apply. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The tender documents also require sanctions-related confirmations concerning subcontractors and suppliers.

Qualification criteria and exclusion grounds

The bidder must confirm in the bid that it complies with the tender documents. For performance of the service, a trainer and an assistant must be named and must work as a tandem, with personal confirmations of participation and role performance. The trainer must have at least a bachelor’s degree or an equivalent qualification, at least 12 months of work experience in education, social work, youth work, mental health or a similar field within the previous 36 months, at least 12 months of experience working with a youth group within the previous 60 months, Estonian and English at least at B2 level or at a very good conversational level, and a valid YAM trainer certificate or a written commitment to take part in the contracting authority’s training and obtain the certificate before service starts. The assistant must have at least a bachelor’s degree, applied higher education or an equivalent qualification, or be in the process of obtaining such higher education by the bid deadline; at least 6 months of experience in a supportive or cooperative role within the previous 36 months; Estonian and English at least at B2 level or at a very good conversational level; and a written commitment to take part in the YAM assistant training. Both team members must confirm that no restriction on working with children applies to them. Evidence to be submitted includes Form I, copies of education documents, descriptions of work experience, language certificates or confirmations, and the YAM certificate or training commitment.
