Summary

The tender concerns the preparation of the detailed design for the reconstruction of the Keila wastewater treatment plant. Compliance requirements

The bidder must not be excluded on the basis of the mandatory exclusion grounds. The notice includes convictions-related grounds such as participation in a criminal organisation and corruption. The bidder or its management/representation persons must also not have the relevant conviction or ongoing exclusion period. Qualification criteria and exclusion grounds

The bidder must have an average annual turnover of at least EUR 100,000 for the period 01/01/2023–31/12/2025. For technical and professional capacity, the bidder must, within the 60 months before the start of the procurement, have completed at least 2 similar design assignments. Under those contracts, at least 2 settlement wastewater treatment plants or a substantial part of them must have been designed at basic or detailed design level, and the designed pollution load for one plant must be at least 10,000 population equivalents (ie). The bidder may rely on its own references, a joint bidder’s references and/or a subcontractor’s references. A list of similar services must be submitted in the ESPD.
