Compliance requirements
The bidder must confirm the standard exclusion grounds, including that neither the bidder nor members of its management bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and other offences listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The machine-readable notice did not set out all exclusion grounds in full; the exact list must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have at least one technician employed by or working for the company under another contractual basis who has completed the manufacturer’s training for installing the offered system. The name of this person and the manufacturer-issued training certificate must be provided in the ESPD. In addition, the bidder must have a team or project manager responsible for installation works and as-built documentation. This person must hold a level 5 professional certificate for a responsible specialist in security systems, or equivalent competence (alarm system installation and maintenance), and must speak Estonian at least at a conversational level; if not, the bidder must provide an interpreter at its own expense. The bidder must provide the person’s name and certificate number. The bid must comply with the tender documents, the offered system must be fully compatible with the existing Inner Range system, and a site visit before the bid deadline is a precondition for submitting a bid. The bidder must also submit the declaration form in Appendix 5, the joint bidder power of attorney if applicable, the Appendix 4 price form, and confirmations regarding compliance, equivalence, business secrecy and sanctions requirements.
