Compliance requirements
The machine-readable notice contained the standard exclusion grounds from the ESPD. The bidder must confirm that none of the exclusion grounds apply, including participation in a criminal organisation, corruption, fraud and the other mandatory exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may, where allowed, provide evidence of self-cleaning and restored reliability. The exact exclusion grounds and any detailed confirmations must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not contain precise qualification or suitability criteria; these must be checked in the tender documents. The bid price must be given in euros, both excluding and including VAT, to two decimal places, and must follow the cost list in Annex 3 and the structure shown in the eRHR worksheet ‘Award criteria and evaluated indicators’. Each line of the form must be completed without changes or conditions. The bidder must inspect the construction site with due care before submitting the bid and notify the contracting authority of any defects or inconsistencies; any additional costs discovered later are borne by the bidder. If subcontracting is used, the bid must include the subcontractor’s details, the legal representatives’ information, and the nature and percentage of the subcontracted work or services.
