Compliance requirements
The machine-readable notice included exclusion grounds for criminal organisation participation, corruption, fraud and other standard mandatory exclusion grounds. The bidder or its management, administrative or supervisory body members, or persons authorised to represent or control the bidder, must not have a final conviction within the last five years for the listed offences, unless the conviction has expired under the notice. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed by law or the procurement documents.
Qualification criteria and exclusion grounds
The bidder must have performed at least two contracts for the sale of the products offered within the last three years, counted backwards from the publication date of the contract notice. A list of the main sales contracts must be submitted, including the contract value, signing dates and the other contracting party. The contract may still be in progress. The bidder must also submit the technical data sheet or equivalent manufacturer documentation in Estonian or English proving compliance with the required product dimensions, material, absorbency and other technical requirements. The bid must be submitted in Excel format with unit prices and total price, and product samples must be provided according to the tender documents. In case of a joint bid, a representative must be authorised and a joint liability confirmation must be submitted on the required form. The bidder must confirm that the offer complies with the tender documents, that any equivalence is explained and evidenced if needed, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
