Compliance requirements
The bidder must confirm that neither it nor its management, representation or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering, terrorist offences, child labour, human trafficking, tax arrears or any other exclusion ground named in the notice. If any exclusion ground applies, evidence of self-cleaning measures must be provided where permitted. The machine-readable notice listed the exclusion grounds, but not all details may be complete here; the exact requirements must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bid must comply with all conditions set out in the procurement documents, and conditional bids are not allowed. The bid price must be submitted in the prescribed structure and, where required, a unit price table for the relevant food group must be attached. If the bidder relies on equivalence, it must explain it and attach evidence. In the case of a joint bid, a power of attorney from the joint bidders must be submitted. The bidder must also confirm the sanctions requirements: subcontractors or suppliers accounting for more than 10% of the contract value may not be citizens, residents or undertakings established in the Russian Federation, and the offered goods must not be subject to international sanctions or originate from sanctioned territories.
