Compliance requirements
The tender documents include the standard exclusion grounds. The bidder must confirm that neither the bidder nor its management, supervisory or representative persons have been convicted in the last five years of participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or that any exclusion period has expired. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed by the procurement documents or law.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last three financial years must be at least EUR 100,000 per financial year. The bidder or joint bidder must have at least one site manager responsible for construction works, with a construction-related higher education qualification and a Level 6 certified construction engineer qualification or equivalent. The bidder must provide the site manager’s name and certificate details and, if necessary, proof that the person will be involved for the entire contract period if they are not an employee or management board member. The bidder must also provide evidence of at least 2 similar construction works completed within the last 60 months; each work must have had a construction value of at least EUR 60,000 excluding VAT, and similar works are reconstruction and construction works of at least 150 m2. For the references, the bidder must submit a list of contracts with the names and contact details of the contracting parties, the contract object, value and contract period; if the contracts were awarded through public procurement, the procurement reference number must also be included.
