Compliance requirements

The tender documents include the standard exclusion grounds under Estonian procurement law, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other mandatory exclusion grounds. Qualification criteria and exclusion grounds

The bidder must prove that, within the 60 months before the start of the procurement, it has performed at least one contract for maritime passenger transport lasting at least 12 consecutive months. A similar service is regular maritime passenger transport. In the ESPD, the bidder must provide the contract title or short description, service period, contract value, the other contracting party’s name and contact details. The bidder must also have the ability to use at least one port in the Tallinn area for passenger transport and must indicate the planned port or ports in the tender. Together with the tender, the bidder must submit a written confirmation, preliminary agreement, cooperation agreement or other equivalent proof from the port owner, operator or manager showing the right or possibility to use the port for performance of the contract. For the vessels, the bidder must confirm that it can deploy one or more vessels that comply with point 4 of the technical specification for the Naissaare transport connection; upon request by the contracting authority, it must provide registration documents, a passenger transport certificate or a certificate issued by the competent authority, technical data and specifications, and a lease, use or other agreement showing the right to use the vessel for contract performance. If different vessels are used in different seasons, all vessels must meet the requirements. In the case of a joint tender, a power of attorney for the joint bidders must be attached.
