Compliance requirements
The bidder must not have tax debts, a conflict of interest in the procurement, or be bankrupt, in liquidation, or in a similar situation under the law of its country of establishment. The machine-readable notice did not include any more precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have at least three similar references from the last 5 years from the date the procurement was announced: construction or reconstruction of a substation medium-voltage and low-voltage switchgear. At least one reference must have had a value of at least EUR 80,000 excluding VAT. The bidder must submit the reference details: short description, contract value, performance period, client name, and the client representative’s name, phone number and email address.
