Compliance requirements
The bidder must confirm the standard exclusion grounds, including that neither the bidder nor its management, administrative or supervisory body members, nor persons authorised to represent, decide for or control the bidder, have been finally convicted in the last five years for participation in a criminal organisation or corruption, unless the exclusion period has already expired. The notice also requires confirmation that the bidder does not use subcontractors or suppliers subject to the EU Russia sanctions restrictions described in the tender documents, and that no subcontractor falling under the replacement obligation under the Public Procurement Act is used. If an exclusion ground exists, the bidder may provide evidence of self-cleaning where allowed.
Qualification criteria and exclusion grounds
The bidder must have completed at least 2 similar design projects during the 60 months before the start of the procurement. Within those contracts, at least 2 municipal wastewater treatment plant complete solutions or significant parts of them, such as a mechanical or biological treatment stage, must have been designed at preliminary or detailed design level. The designed pollution load for one plant must be at least 10,000 population equivalents. The bidder may rely on its own references, a joint bidder’s references and/or a subcontractor’s references. A list of similar services must be submitted in the ESPD. The bidder must also comply with all tender document requirements, submit the tender in the required structure, provide the joint bidder authorisation if applicable, and include the required Form 1 Tender Notice and Part IV lists, as well as any equivalence evidence if needed.
