Compliance requirements
The tender documents include the standard exclusion grounds for criminal organisation, corruption, fraud and other mandatory grounds. The bidder or its management/representation bodies must not have a final conviction within the last five years for the listed offences, unless the exclusion period has expired. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The machine-readable notice does not provide a complete plain-language list of all exclusion grounds; the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must have prior experience in the production and/or sale of military individual equipment, winter outdoor equipment, mountain equipment or similar tactical equipment. Within the 36 months before the start of the procurement, the bidder must have properly performed at least one supply contract or order comparable to the subject of the procurement for at least one EU Member State or candidate country, with a value of at least EUR 100,000. The bid must include the required compliance matrix and bid submission form, and all compliance conditions in the tender documents must be met, including confirmations on the origin of the goods and sanctions-related requirements.
