Compliance requirements
The machine-readable notice includes mandatory exclusion grounds for criminal organisation participation, corruption, fraud and other standard exclusion grounds from the ESPD. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The notice also refers to a prohibition on participation by companies from the Russian Federation or the Republic of Belarus; the exact scope must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must show a net turnover of at least EUR 250,000 in each of the last two completed financial years. The 2025 and 2024 financial-year net turnovers must be provided.
The bidder must have completed at least 1 similar design contract within the 36 months before the contract notice was published. A similar contract means a contract where the bidder acted as main contractor and designed a building, part of a building, or a building complex with at least 3,000 m² of enclosed net floor area. The work must have been carried out at least at preliminary design stage and must cover the architectural part, structural part, building services part (including heating and ventilation, cooling, water supply and sewerage), electrical installations (including power, weak current and automation), fire safety and energy performance. The bidder must provide a list of contracts in the ESPD with partner names, contact details, the contract object, the designed area, the contract period and, if applicable, the public procurement reference number.
The bid must include a project manager with at least the qualification certificate “Diplomeeritud ehitusinsener, tase 7”, specialisation “Hoonete ehitus” and the selected competence “Projekteerimise juhtimine” or “Hoone ehitusprojekti koostamine”, or an equivalent qualification. An architect with at least the qualification certificate “Volitatud arhitekt, tase 7” or equivalent must also be included. For structural design, the bidder must involve a specialist with at least the qualification certificate “Diplomeeritud ehitusinsener, tase 7”, specialisation “Hoonete ehitus” and the selected competence “Hoone ehitusprojekti koostamine” or equivalent. The bidder must submit the data required in Form 4 for all specialists. If the qualification certificate was issued in Estonia, the contracting authority will check it in the public professional register; if it was issued abroad, the bidder must provide a copy of the relevant document and an Estonian authority’s confirmation that the foreign qualification is equivalent.
The bid must comply with all tender documents. Form 2, Form 3, Form 4, Form 5 and Form 8 must be submitted. The price must be entered in Form 3 and in the eRHR worksheet “Award criteria and evaluated indicators”; if the amounts differ, the amount in Form 3 prevails. The work plan must be submitted in Form 5. In a joint bid, an authorised representative must be appointed and Form 8 submitted. The bid may be submitted only after visiting the place of performance and signing the confirmation on site. The notice also mentions a ban on participation by companies from the Russian Federation or the Republic of Belarus; the exact details must be checked in the tender documents.
