Compliance requirements

The machine-readable notice includes the usual exclusion grounds, including participation in a criminal organisation, corruption and other statutory exclusion grounds set out in the ESPD. The bidder must provide the required confirmations and, where necessary, evidence of self-cleaning measures. The exact exclusion grounds and any possible remediation conditions must be checked in the ESPD and the tender documents.

Qualification criteria and exclusion grounds

The bid must comply with the procurement documents and be unconditional. The bidder must submit Form 1, i.e. the technical specification and price breakdown table, in Excel format, together with the manufacturer’s technical documentation. Samples of the offered products must be delivered to the laboratory reception at Paldiski mnt 68 before the bid deadline, unless the bidder offers the same product from the same manufacturer that has been used in the contracting authority’s laboratory during the last 2 years, in which case samples are not required. The samples must be the same products as those offered in the bid and must be numbered and labelled according to the instructions. If the bid is submitted by an authorised representative, a power of attorney must be attached. In a joint bid, the joint bidders’ power of attorney must be attached. The bidder must also confirm that the bid complies with the requirements, that equivalence has been explained where necessary, and that subcontractors or suppliers linked to the Russian Federation will not account for more than 10% of the contract value.
