Compliance requirements

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The ESPD also includes confirmation regarding payment of taxes and social security contributions, and a sanctions-related confirmation concerning subcontractors and suppliers.

Qualification criteria and exclusion grounds

The bidder must submit a compliant offer, a completed participation application, a technical data sheet and the price form. The technical data sheet must include a detailed description of the equipment and accessories, the manufacturer’s technical documentation, and information on the frequency of routine maintenance, the tasks to be performed, maintenance time, maintenance consumables, spare parts and consumables. The bidder must also provide a document or copy from the manufacturer proving that it is the official representative and/or official distributor of the offered products. The bidder’s team must include at least two medical technology specialists from handover of the equipment until the end of the period referred to in point 2.4 of the special terms of the framework agreement; they must have at least 3 years of experience in equipment maintenance and repair and manufacturer-provided training. The offer must comply with all tender documents, and if equivalence is used it must be explained and supported by evidence. In the case of a joint tender, a power of attorney must be submitted. Conditional offers are not allowed.
