Compliance requirements
The tender documents include the standard exclusion grounds, including criminal organisation, corruption, fraud and terrorist offences. The bidder or its management/control representatives must not have a final conviction for these grounds within the last five years, unless the conviction period has expired or the tender documents allow self-cleaning and the bidder can prove remedial measures. The machine-readable notice did not provide a complete list of all exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must submit a copy of a valid ISO 9001 quality management system certificate. If the bidder cannot provide this evidence for reasons beyond its control, the contracting authority may accept equivalent evidence of quality assurance measures.
The bidder must have at least 1 service engineer in its service team throughout the contract period. The service engineer must have manufacturer training for servicing and repairing the specific device and at least 3 years of prior experience in servicing and repairing extraction equipment. The bidder must submit a copy of the manufacturer’s certificate confirming the engineer’s training and a confirmation that the engineer can arrive at the service location within 48 hours at the latest.
The bidder must submit a technical description and confirmations for the offered device and accessories on the form provided by the contracting authority. Technical documents, pictures, a list of accessories and, if needed, links to the manufacturer’s website must also be included.
The bidder must provide at least a 24-month warranty for the device and accessories, carry out the necessary maintenance and repair work during the warranty period, and provide the required spare parts and accessories at its own expense. The contracting authority must not incur additional transport or installation costs.
The bidder must submit a copy of the document proving the right to service the device and a confirmation that authorised manufacturer support is available in Estonia with a 24-hour response time and that the service team will arrive on site within 48 hours. If the bid is a joint tender, a power of attorney from the joint bidders must be submitted. The bidder must also identify any business secrets and justify their designation, confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas, and provide the names and personal identification codes of authorised persons not visible in the business register, as well as a list of participating partners and subcontractors with their roles and responsibilities.
