Compliance requirements
The tender documents include the standard exclusion grounds, especially criminal convictions such as participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and other mandatory exclusion grounds under the Public Procurement Act. The bidder must also confirm the required sanctions-related statements, including that it does not use prohibited subcontractors or suppliers and that the contract will not be performed in a way that would make it void under the sanctions rules. If an exclusion ground applies, the bidder may be allowed to provide evidence of self-cleaning where the tender documents or applicable law permit it.
Qualification criteria and exclusion grounds
The bidder must submit the ESPD and complete the required declarations and data in it. The ESPD asks whether the bidder is participating in a joint tender, relies on the capacities of other entities, or intends to use subcontractors. With the tender, the bidder must submit the team table and provide the professional qualifications of the specialists involved in contract performance, together with information on their previous work or projects. The table must be signed by all team members; if digital signing is not possible, a copy of the signature may be submitted. The tender must comply with the procurement documents, and the price table must be completed according to the instructions provided.
