Compliance requirements
The tender documents include mandatory exclusion grounds based on criminal convictions and other standard grounds. The bidder or its management, administrative or supervisory body members, or persons authorised to represent or control it must not have final convictions for participation in a criminal organisation, corruption, fraud and other listed offences within the last five years, unless the exclusion period has expired. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where allowed by law or by the tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice and selected documents do not set out detailed financial, technical or experience-based qualification thresholds beyond the requirement to submit a compliant technical offer. The bidder must submit an offer that matches the technical specification and include documents proving the technical parameters of the offered device, such as a product sheet and/or other information. The offer must also confirm compliance with the tender documents, the required structure for the price submission, the equal-treatment/equivalence rule where relevant, and the sanctions-related subcontractor and supplier restrictions. If any additional qualification, registration, certificate, turnover or team requirements are contained in the official tender documents, they must be checked there.
