Qualification criteria and exclusion grounds
The bidder must submit the required tender forms, including the participation declaration, the technical proposal form and the price form, and confirm that the bid complies with the tender documents. The technical proposal must be completed correctly and the technical compliance evidence requested there must be provided. The bid must also comply with the sanctions rule: subcontractors and suppliers representing more than 10% of the contract value may not be Russian citizens, residents, or entities established in the Russian Federation, nor entities more than 50% owned by them or acting on their instructions. For the furniture, the bidder must confirm that only legally harvested wood is used and provide proof of origin upon delivery; FSC, FLEGT or CITES documents are acceptable.
