Compliance requirements
The bidder must confirm that neither it nor the members of its management bodies have been convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other offences listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning, where permitted. The bidder must also confirm that taxes and social security contributions have been paid, or that the relevant information is electronically available. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
To make the bid compliant, the bidder must submit the technical compliance table and the equipment price offer document, and the bid must meet all conditions set out in the procurement documents. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. For lot 1, the bidder must confirm that subcontractors and suppliers representing more than 10% of the contract value are not Russian citizens, residents or entities established in the Russian Federation, entities more than 50% owned by such persons or entities, or representatives of such persons or entities acting on their instructions. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached.
