Compliance requirements
The bidder must confirm that neither it nor members of its management, administrative or supervisory bodies have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud, terrorist offences or other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm sanctions-related requirements, including that the offered goods are not subject to sanctions and do not originate from sanctioned regions, that more than 50% of ownership does not belong to Russian persons or entities, that the bidder does not act under the instructions of Russian persons or entities, and that it does not rely on subcontractors or suppliers linked to Russia for more than 10% of the contract value. The machine-readable notice did not include precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last 3 financial years must have been at least EUR 150,000. The bidder must provide turnover data in the ESPD. The bid must include a technical offer showing the manufacturer, model and all technical parameters of the offered device. The warranty for the offered device must be at least 12 months. The bidder must confirm that it will provide technical support during the warranty period on working days by email and phone and must provide the support contact details. The total bid price must include transport and delivery costs, including customs and other taxes, to the Tartu Observatory address. If the bid is submitted by a representative whose authority does not appear in the register, a power of attorney must be submitted. In a joint bid, a joint bidders’ power of attorney and ESPDs for all joint bidders must be submitted. The bid must remain valid for at least 3 months from the submission deadline, and the bidder must confirm that the goods are new and comply with the technical specification.
