Compliance requirements
The bidder must confirm the standard exclusion grounds: participation in a criminal organisation, corruption, fraud and the other criminal exclusion grounds listed in the ESPD. If any ground applies, the bidder must provide the required explanations and, where relevant, evidence of self-cleaning measures to restore reliability. The bidder must also confirm the information on payment of taxes and social security contributions and whether it is electronically available.
Qualification criteria and exclusion grounds
The bidder must hold a wholesale licence for medicinal products; the contracting authority will verify this in the register of licences. The tender must be submitted in the structure required by the procurement documents, and the bidder must confirm that the tender complies with all tender document requirements. If equivalence is relied on, it must be explained where necessary and evidence of equivalence must be attached. A completed tender submission form must also be provided. If the bid is joint, a power of attorney for the joint bidders must be attached. The procurement is divided into 21 lots, and bids may be submitted for up to 21 lots; a contract may be awarded to one bidder for up to 21 lots. The compliance conditions also include a sanctions requirement: the bidder confirms that it will not involve subcontractors or suppliers representing more than 10% of the contract value who are Russian nationals, residents, or entities established in the Russian Federation, or who are owned or controlled by them or act on their instructions. The machine-readable notice did not include precise additional qualification or compliance requirements; these must be checked in the tender documents.
