Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning, where permitted. Information on payment of taxes and social security contributions must also be confirmed if requested by the contracting authority. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must hold a wholesale licence for medicinal products. The ESPD also indicates that the bidder must provide the required confirmations and data electronically and, where necessary, evidence from registers or other sources. According to the compliance conditions, the bid must be confirmed as compliant with the procurement documents, a completed bid submission form must be provided, and the price must be submitted in the required structure. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. In addition, the bidder must confirm that subcontractors or suppliers representing more than 10% of the contract value are not citizens, residents or entities established in the Russian Federation, or persons controlled by them. If the bid is a joint tender, a power of attorney for the joint bidders must be attached.
