Compliance requirements
The bidder must confirm that none of the exclusion grounds under the Public Procurement Act apply. The notice also requires a confirmation that the bidder does not use a subcontractor that would have to be replaced under Section 122(7). In addition, the bidder must state whether it is a joint tender and, if so, provide a joint bidders’ power of attorney.
Qualification criteria and exclusion grounds
The bidder’s average annual turnover over the last three financial years must be at least EUR 250,000. The bidder or a subcontractor used to demonstrate technical capacity must, within the 60 months before the start of the procurement, have completed at least 1,500 m of water and sewer pipelines and installed at least one wastewater pumping station, and must have prepared at least one preliminary or working design covering at least 1,000 m of water and sewer pipelines and at least one wastewater pumping station. The bidder must submit a list of reference projects. The team must include a project manager and a site manager; both must be a certified water supply and sewerage engineer at minimum level 7, or an equivalent qualification in the field of external water supply and sewerage or construction management (EQF 7). The bidder must also confirm the offer structure, submit the price in the required workbook, identify any trade secrets, confirm compliance with the tender documents and, if the offer is signed by a non-authorised person, provide a power of attorney.
