Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurists or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other offences listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the procurement documents.
Qualification criteria and exclusion grounds
The bidder must submit a technical description, product sheet and other information with the tender so that compliance with the technical requirements can be verified. The bidder must also provide the device name/product code. A valid EU declaration of conformity must be submitted for the offered devices, and all devices must bear the CE marking. The seller must be the official representative of the offered device or the manufacturer and must provide a document issued by the manufacturer or an authorised representative proving representation rights and the ability to provide regular technical maintenance. The tender must be prepared in the structure set out in the procurement documents. If the bid is a joint tender, a power of attorney for the joint tenderers must be attached.
