The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Qualification criteria and exclusion grounds
The bidder must hold a wholesale authorisation for human medicines. The contracting authority will verify this in the medicines authorisations register. The tender must be submitted in the form required by the procurement documents, and the bidder must confirm that the tender complies with all conditions. A completed tender submission form must be provided. The bidder must also confirm that it will not use subcontractors or suppliers for more than 10% of the contract value if they are citizens, residents or companies established in the Russian Federation, or if they are directly or indirectly more than 50% owned by such persons or entities, or act under their instructions. The bidder must further confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned territories. If the tender is a joint tender, a power of attorney for the joint bidders must be attached.
