Compliance requirements
The contracting authority will not award the contract to a bidder who has the mandatory exclusion grounds under Section 95(1) of the Public Procurement Act or whose place of residence or establishment is not in Estonia, another EU Member State, another EEA Agreement State or a country that has acceded to the WTO Government Procurement Agreement. The bidder must confirm that these exclusion grounds do not apply and that its place of residence or establishment is in one of the listed countries.
Qualification criteria and exclusion grounds
The bidder must have completed at least one health promotion project contract related to children’s oral health during the 36 months before the start of the procurement, with a total value of at least EUR 200,000 excluding VAT. Ongoing contracts may be counted if the value requirement is met. The bidder must provide a list of contracts showing at least the service description, contract value, performance period, and the other party’s name, contact person and contact details.
For the team, the bidder must provide evidence that the contract performance will include a project manager with at least 2 years of project management experience and at least one project worth at least EUR 600,000 excluding VAT. The team must also include at least one dentist and five dental nurses who know prevention methods for dental diseases and can provide child-friendly patient education and lead group training sessions for children and adults nationwide. The bidder must provide the project manager’s name and contact details, work experience, and a previous project reference, as well as the dentists’ and nurses’ names and Health Board registration codes, an explanation of how the required methodology and patient education skills were acquired, and confirmation of readiness to conduct training.
The bidder must provide a working website through which evidence-based information and materials on children’s oral hygiene, prevention and reduction of dental diseases, and the importance of oral hygiene and visiting a dentist are shared with target groups and stakeholders.
A project plan is mandatory. It must include the project team by name with professional experience, a short description of each responsible person’s competence and the size of the target group, a monthly activity and schedule plan by service, planned quality measures, a risk analysis, and a detailed budget by year, service and activity. Failure to submit the project plan or any of its parts is a ground for non-compliance.
If the bidder wants points under the award criterion "Team experience", it may submit the names of the team members whose experience is used, a description of the experience, and the organisation or project where the experience was gained.
The bidder must confirm that it will not use subcontractors or suppliers for more than 10% of the contract value if they are Russian citizens, residents, or entities established in the Russian Federation, entities more than 50% owned directly or indirectly by such persons or entities, or representatives of such persons or entities acting on their instructions. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
Joint bidders must appoint an authorised representative from among themselves for actions related to the procurement and the conclusion and performance of the contract. The bidder must indicate any trade secrets in the tender and justify why the information is treated as a trade secret; the contract value and other numerical bid indicators used for evaluation cannot be marked as trade secrets.
