Compliance requirements

The tender documents include the standard exclusion grounds from the Estonian Public Procurement Act, especially criminal convictions such as participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. The bidder must answer the exclusion questions, and where applicable provide the date, reason, person convicted, exclusion period, self-cleaning measures and evidence. The machine-readable notice did not include all exclusion grounds in full; they must be checked in the tender documents.

Qualification criteria and exclusion grounds

The contractor must engage at least 2 trainers for performance of the framework agreement. Each trainer must have prepared and delivered at least 5 adult AI-related trainings during the 36 months before the start of the procurement, for example micro-learning sessions, workshops, lectures, seminars or hackathons, each lasting at least 4 academic hours. The bidder must submit the trainers’ previous experience on the buyer’s form “Trainer CV (FORM) (Parts 1-3)”. The information provided must be detailed enough for the buyer to assess compliance. The buyer may verify the information from public databases and request additional information if needed. The bid must comply with all tender documents. Conditional bids are not allowed. In the case of a joint bid, a power of attorney for the joint bidders and an ESPD for each joint bidder must be submitted. The bidder must also submit the price form for part 1. The bidder must confirm that the offered service complies with the technical specification and quality standard for running the workshops. The bidder must also provide the required confirmations regarding international sanctions and subcontractors or suppliers linked to the Russian Federation, where those conditions apply to the bid.
