Compliance requirements

The tender documents include the standard exclusion grounds, especially convictions for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. The bidder or its management, administrative or supervisory body members, or persons authorised to represent or control it must confirm that these grounds do not apply. If an exclusion ground exists, the bidder may, where allowed, provide evidence of self-cleaning measures. The documents also state that companies whose place of residence or establishment is in the Russian Federation or the Republic of Belarus are not allowed to participate.

Qualification criteria and exclusion grounds

The bidder must provide turnover data in the ESPD for the last 2 completed financial years before the start of the relevant procurement. Each of those years must show annual turnover of at least EUR 300,000. If the data are not available from public registers, the bidder must submit an extract from the annual accounts for the last 2 completed financial years or another proof of the required turnover. The bid must also include confirmation that it complies with the tender documents. If equivalent solutions are used, the bidder must explain them and attach evidence of equivalence where needed. If the bid is submitted jointly, a joint bidder authorisation must be attached and an authorised representative must be named. The bid price must be submitted in the required structure. Where the bid refers to a standard, technical specification, trademark or similar basis, equivalence must be demonstrated if required.
