Compliance requirements

The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, and other grounds listed in the procurement documents. Qualification criteria and exclusion grounds

The bidder must show an average net turnover of at least EUR 100,000 for the last three completed financial years. The bidder must have properly performed at least 2 design contracts completed within the last 36 months, each for a building with more than 900 m² of enclosed net floor area. Comparable work includes design of residential buildings, welfare institutions, accommodation and catering buildings, and office buildings. The responsible person must hold professional qualification of authorised architect, level 7 or higher, or an equivalent qualification. The bidder must provide that person's name, contact details, and certificate details. If the person does not live in Estonia and does not hold the required professional certificate, a copy of the operating licence issued in the country of residence or proof of the right to perform the relevant design work under that country's law must be submitted. The bid must also include all confirmations required by the tender documents that the offer complies with the procurement documents, and where necessary evidence of equivalence.
