Compliance requirements

The machine-readable notice did not include specific exclusion grounds; they must be checked in the tender documents. The bidder must also confirm that no liquidation, bankruptcy or similar proceedings have been initiated against it.

Qualification criteria and exclusion grounds

The bidder must show a net turnover of at least EUR 1,000,000 in the last approved financial year. It must also provide either a bank or insurance company confirmation of creditworthiness or valid professional liability insurance at least in the amount of the bid value, and confirm that no liquidation, bankruptcy or similar proceedings have been initiated against it. For technical and professional capacity, the bidder must prove that it designs, develops and manufactures the offered equipment itself, without subcontractors. It must provide at least two references from the last 5 years for delivery, installation and commissioning of similar equipment, where it was the designer and manufacturer, together with the client’s contact details for verification and a short description of the technical parameters and delivery volume. It must also provide evidence of its production capacity, such as ownership or lease documents for production premises, a list of production equipment, and/or confirmation that the contracting authority may visit or audit the production facilities before contract award. For after-sales service, the bidder must prove that it has its own service staff in Estonia or the Baltics, or a contractual service partner, who can respond to a fault within 24 hours. It must provide a list of service technicians with location and qualifications, at least one reference showing warranty-period maintenance or fault response within the agreed deadline with client confirmation, and confirmation of spare-parts storage and availability in Estonia or the nearby region, with a maximum spare-part delivery time of up to two working days. For CE compliance and quality management, the bidder must confirm that the offered equipment meets CE marking requirements under Machinery Directive 2006/42/EC and provide a sample of a previously issued declaration of conformity for a similar product. The bid must be submitted in the structure required by the tender documents, and conditional bids are not allowed.
