Compliance requirements
The tender notice includes the standard exclusion grounds. The bidder must confirm that none of the listed criminal convictions or other exclusion grounds apply, or if they do, provide the required explanations and evidence of self-cleaning where allowed. The machine-readable notice does not give more detailed exclusion requirements beyond the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed, as main contractor, at least one construction contract in the 60 months before the start of the procurement. The reference contract must include construction of a children’s playground, sports area or recreational area with a total area of at least 500 m2 and must have included installation of EPDM or a similar surface. The bidder must provide the contract details, scope, period and counterparty information in the ESPD, and the successful bidder may be asked to provide confirmation of proper performance. The bidder must also visit the site before submitting the bid and sign the site visit register. The bid must comply with the tender documents, the bidder must confirm acceptance of all tender conditions, joint bidders must submit a power of attorney, and if relying on another company’s resources, the required consent must be provided. The bid price must be submitted in the structure required in the award criteria and price form, and the bidder must confirm that any equivalent solutions are explained and supported by evidence.
