Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and the other mandatory exclusion grounds set out in the tender documents. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. The machine-readable notice does not list every exclusion ground in full; the official tender documents must be checked for the complete list and any detailed confirmations.
Qualification criteria and exclusion grounds
The bidder must have successfully performed at least 1 street lighting maintenance contract within the 36 months before the start of the procurement, with a value of at least EUR 150,000 excluding VAT. The contract references must include contract dates, values and the other contracting party’s contact details. The bidder, joint bidders and subcontractors directly involved in performance must have a qualified responsible person: a certified electrical engineer, level 7, with competence for building electrical installations or electrical networks and systems, or at least A-competence or an equivalent professional certificate. The bidder must provide the competent person’s name, qualification and certificate number, and may be asked to submit copies of the certificate, education documents and consent letters. The bid must confirm compliance with the tender documents, include the required price table, and state any trade secrets and, for joint bids, the power of attorney of the authorised representative. Subcontractors in the first tier are also subject to exclusion checks and must submit the ESPD.
