Compliance requirements
The contracting authority will exclude bidders from third countries. The bidder must state its country of registration. A bidder with tax, fee or environmental charge arrears, or social security contribution arrears in its country of establishment, will also be excluded. If arrears are found, the contracting authority may grant a deadline for payment or rescheduling. The bidder must also confirm that it has no such arrears.
Qualification criteria and exclusion grounds
The bidder must not be from a third country. The bidder must state the country where the company is registered. The bidder must also confirm that it has no tax, fee or environmental charge arrears under Estonian law, and no tax or social security contribution arrears under the law of its country of establishment.
Financial capacity: the bidder’s turnover for each of the last 3 completed financial years before the start of the procurement must be at least EUR 1,600,000 per year. The bidder must submit the turnover in the register form. If the bidder is not an Estonian company, it must be ready to provide a copy of the annual accounts.
Technical and professional ability: within the 60 months before the procurement start date, the bidder must have supplied at least two fiber laser cutting machines with an automatic table changer and laser power of at least 9 kW, where the laser source, cutting head and CNC control system come from the same manufacturer. For each reference, the bidder must provide the client’s name and contact details, a short description of the contract, the contract value, and the month and year of acceptance.
If the bid is submitted jointly, the joint bidders must appoint an authorised representative and attach a joint bidder power of attorney. The bidder must confirm that the bid complies with the tender documents, that any equivalence has been explained and supporting evidence attached, that the bid price is entered in the required structure, that any business secret is identified and justified, that the technical compliance form in Annex 1 is completed, that the offered equipment has at least a 12-month warranty from acceptance, and that the bidder accepts the payment schedule. The machine-readable notice did not include any more precise requirements; they must be checked in the tender documents.
