Compliance requirements
The tender documents include the standard exclusion grounds, including convictions for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and other mandatory exclusion grounds. The bidder must also confirm that it has not engaged a subcontractor who would have to be replaced under the relevant rule, and that it is not subject to an international sanctions object or goods originating from sanctioned areas. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed.
Qualification criteria and exclusion grounds
The bidder must have a total turnover of at least EUR 300,000 for the last three financial years before the start of the procurement. The bidder must also provide references for at least 2 similar contracts completed within the last 36 months; each similar contract must have lasted at least 3 months and concern the supply of hardware and/or software and/or related technical support, with a total value of at least EUR 100,000. The bid must be submitted in the required structure, the bidder must confirm compliance with the tender documents, and where relevant must submit the application form, proof of REACH compliance, evidence on reuse and recyclability, a joint bidders' power of attorney if the bid is joint, and any equivalent evidence required for the offered solution.
