Compliance requirements

The tender documents include mandatory exclusion grounds. The bidder must confirm that none of the listed grounds apply, including participation in a criminal organisation, corruption, fraud and other statutory exclusion grounds. If an exclusion ground applies, the bidder may be asked to provide evidence of self-cleaning where allowed by the tender documents or applicable law.

Qualification criteria and exclusion grounds

The bidder must show a net turnover of at least EUR 120,000 in each of the last three completed financial years before the start of the procurement. If the data are not available from public databases, supporting documents proving turnover must be submitted. The bidder must have professional indemnity insurance of at least EUR 100,000, valid during contract performance or secured before contract signature. The bidder must have properly performed at least 3 paid parking management contracts during the last 36 months, with a total of at least 100 parking spaces operated under those contracts. If any submitted contract is still ongoing, it must have been performed for at least 12 months. The contracting authority may request additional evidence to verify the submitted information. The bid must comply with the tender documents and, where necessary, equivalent solutions must be explained and supported by evidence. The bid must be submitted by the bidder's legal representative or an authorised representative; if an authorised representative submits the bid, a power of attorney must be attached. In a joint bid, a joint bidders' power of attorney must be attached. The bidder must also confirm compliance with the tender documents, that it does not involve subcontractors or suppliers linked to the Russian Federation for more than 10% of the contract value, that it does not use a subcontractor subject to replacement under section 122(7) of the Public Procurement Act, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
